Разницу между тем что вы делаете и
# echo "=app-office/wps-office-9.1.0.4975_alpha19_p1 ~amd64" >> /etc/portage/package.keywords/custom # emerge =app-office/wps-office-9.1.0.4975_alpha19_p1
вы видите?
P.S. это не баг. это невнимательность при прочтении мана по emerge
