Add xml USE to vlc

Description

As in title. I just discovered that I couldn't open directories with audio files. Vlc in console just popups these errors on trying to open directory

After a while I read here https://forum.videolan.org/viewtopic.php?t=108033 that xml support is needed. I compiled vlc with xml USE and it worked, I could play files from directory. So I think that this USE should be enabled by default, so other won't be bitten by that.
