USE flags

• evdev - Enable support for input devices via evdev
• qml - Build QML bindings
• sdl - Add support for Simple Direct Layer (media library)
• test - Enable dependencies and/or preparations necessary to run tests (usually controlled by FEATURES=test but can be toggled independently)
